Remove navigation role as it is unnecessary

- Update to Jekyll v3.0
- Switch from Pygments.rb to Rouge for syntax highlighting
- Minor updates to syntax.scss partial and theme documentation
- Include jekyll-gist gem
- Close #192, #218
